Can I buy ProShares Bitcoin ETF (BITO) shares from India?

Indian residents can invest in the US stock market under the Reserve Bank of India's Liberalised Remittance Scheme (LRS), which lets a resident individual remit up to USD 250,000 per financial year, across all permitted purposes combined. US-listed stocks and ETFs are a permitted investment under the LRS. Under the LRS, an Indian resident can remit up to USD 250,000 per financial year (April to March) across all permitted purposes combined, from their own funds. This is a per-individual limit set by the RBI.

Can I trade BITO options or futures?

No. Under RBI / FEMA rules, the LRS does not permit margin trading or speculative instruments such as futures, options, or other derivatives. Your US account is a cash account, not a derivatives and margin account.
